Lieutenant Commander Khoury is a native of Waterbury, CT who graduated from Rensselaer Polytechnic Institute in May 2005 with a Bachelor’s of Science degree in Aeronautical Engineering and a commission through the Naval Reserve Officer Training Corps.

He reported to USS ROSS (DDG 71) as a Surface Warfare Officer in Norfolk, VA in June 2005 and assumed duties as the Electronic Warfare Officer and then the Strike Officer. Following completion of his first division officer tour, Lieutenant Commander Khoury conducted a “fleet up” aboard the ROSS and assumed duties as the Damage Control Assistant in July 2007 for his second division officer tour. Aboard ROSS he completed deployments to the FIFTH and SIXTH Fleet Areas of Responsibility.

He was subsequently assigned to the Center for Surface Combat Systems Unit Dam Neck in October 2008 as an officer instructor in the Cruise Missile Officer Training Branch. He was selected as the Center for Surface Combat Systems Officer instructor of the year 2009.

In March 2011 Lieutenant Commander Khoury, reported to ECRC Norfolk for deployment to Afghanistan on a Global War on Terror Support Assignment. He was the Tactical Document and Media Exploitation Team Lead for southern Helmand Province before moving up to be the Division Management Team Lead for all of RC(SW) from June 2011 to March 2012. While deployed to Afghanistan, Lieutenant Commander Khoury was selected for lateral transfer/redesignation to the Information Warfare (now Cryptologic Warfare) community.

Upon his return to the United States, Lieutenant Commander Khoury reported to Information Warfare Officer Basic Course in May 2012 and then to Navy Information Operations Command (NIOC) Maryland in August 2012. After completing his qualification in the Fleet Information Operations Center (FIOC), he assumed duties as the FIOC department head and completed a deployment to West and Central Africa aboard the USNS SPEARHEAD (JHSV-1) from January to May 2015.

Lieutenant Commander Khoury reported to the United States Naval War College in July 2015 and completed his master’s degree in defense and strategic studies with highest distinction in June 2016. In July 2016, he reported to NIOC Norfolk to assume duties as the Navy Red Team Lead where he oversaw the administrative and operational transition of Navy Red Team from NIOC Norfolk to Navy Cyber Defense Operations Command.

Lieutenant Commander Khoury’s personal awards include the Defense Meritorious Service Medal, the Navy Commendation Medal, and the Navy Achievement Medal in addition to various unit and service awards.
