RAYMOND E. CHARTIER, JR., COMMANDER, USN

Commander Raymond E. Chartier Jr. was born in Pawtucket, Rhode Island, and grew up in East Hartford, Connecticut. He began his naval service in 1982 by enlisting in the Navy. After two years he received a Naval Reserve Officer Training Corps (NROTC) scholarship to the University of Washington where he earned a Bachelor of Science Degree in Oceanography with an emphasis in Physics. In 1988 he was commissioned in the Unrestricted Line community.

His distinguished military career includes the following challenging sea and shore tours of duty:

• Nuclear Power and Submarine Officer training pipeline 1988-1989.
• USS NEVADA (SSBN 733 Gold) 1989-1993. He served as the Interior Communications Officer, Chemical and Radiological Controls Assistant (CRA) and Communications Officer during five Cold War deterrent patrols in the Pacific. Designated Submarine Warfare Officer and earned his Engineer qualification.
• Naval Postgraduate School 1993-1995. Graduated with a Masters of Science degree in Air-Ocean Sciences, concentration in satellite remote sensing. Through the lateral transfer process he was selected and designated a Naval Special Duty officer (Oceanographer).
• Naval European Meteorology and Oceanography Center (NEMOC), Rota Spain 1995-1998. Duties included Forecast Duty officer, Command Duty Officer, Division officer, and Technical Services Department Head supporting the EUCOM area of responsibility (AOR) and Kosovo/Balkan operations.
• USS ABRAHAM LINCOLN (CVN 72) 1998-2000. Served as METOC Division Officer, Command Duty Officer, and Officer of the Deck completing a western pacific deployment in support of Operation SOUTHERN WATCH. Qualified Surface Warfare Officer (SWO).
• Naval Meteorology and Oceanography Detachment, Fallon, NV. (NPMOD Fallon) from 2000-2003. Served as Officer in Charge (OIC) with additional duties as METOC Officer for the Naval Strike and Air Warfare Center (NSAWC). Under his leadership, NPMOD provided reach back support and trained METOC and Carrier Air Wing warfighters conducting Operations NOBLE EAGLE, ENDURING FREEDOM and IRAQI FREEDOM.
• Chief of Naval Operations (OPNAV) Staff in Washington, D.C. 2003-2007. His duties included Deputy Director PV, project manager and staff officer in support of a major multi-agency program of significant national importance.

Commander Chartier's personal awards and decorations include Meritorious Service Medals, Navy and Marine Corps Commendation Medals, Navy and Marine Corps Achievement Medals, two Meritorious Unit Commendations and various campaign and service medals and ribbons.

He and his wife have been married since 1988 and have three children.
