CDR Smith next attended the Naval Postgraduate School in Monterey, CA where he earned Master's degrees in Physical Oceanography and Meteorology. Upon graduation, he served as the Mobile Environmental Team Officer at COMNAVMETOCCEN San Diego and deployed to Kuwait as part of Combined Joint Task Force, Consequence Management. In 2002, CDR Smith assumed duties as Officer in Charge of Naval Pacific Meteorology and Oceanography Detachment Point Mugu primarily responsible for the Joint Standoff Weapons Systems environmental package. In 2005, he reported to Carrier Strike Group ELEVEN aboard USS NIMITZ (CVN-68) and did both Persian Gulf and Southeast Asia deployments as Battle Watch Captain and Surface Operations Officer.
In 2008, CDR Smith attended the Naval War College in Newport, RI where he earned a Master's degree in National Security and Strategic Studies.
In 2009, CDR Smith was assigned to NATO Joint Forces Command as the Balkans Operations Chief supervising four, multinational Army Officers with responsibilities for transitioning NATO involvement in the Balkans. In 2011 he was reassigned as the Staff Meteorologist at Maritime HQ Nisida.
On September 13, 2012 CDR Smith assumed command of the Naval Ice Center.
